Carmen Boyd first earned a Bachelor of Arts degree in History from the After collecting and reporting on metrics and other performance measures for national and local government protective programs, Ms. Boyd began to assist in the research and development of classified and sensitive annual reports that informed White House leaders and Congressional decision-makers on resource allocation for infrastructure protection. For nearly ten years, Ms. Boyd drafted counterterrorism policy for the U.S. Department of Justice. She actively participated in a program that nationally restricted public access to sensitive information regarding chemical facilities. On numerous occasions, she analyzed intelligence databases and participated in workshops and war game sessions in support of counterterrorism planning and preparation for large-scale events—including the 2004 Summer Olympics. Ms. Boyd also performed research on regulatory and national security policy matters as well as provided litigation support for domestic and international counterterrorism prosecutions. In addition to being professionally associated with the Maryland State Bar Association, Ms. Boyd currently holds an active Top Secret security clearance.
